16th Earl of Warwick, 6th Earl of Salisbury, Richard Neville was born into an ambitious and powerful family. But he would be more powerful than all his predecessors, including Ralph Neville, 1st Earl of Westmoreland (who, I suspect, was an inspiration behing Walder Frey). Neville would be later known as the Kingmaker, for his implication in raising to the throne his cousin Edward IV, son of Richard of York and Cecily Neville. One of the most powerful and wealthy men of his time. Unusually there aren't any surviving portraits, not even sculptorical, and there isn't a complete physical description, which is extremely odd if you ask me. The Rous Roll portrait is more idealized and simbolic than real.

His hands are here depicted in a gesture usual in late XV century portraits (Edward IV, Richard III), he wears a typical gown as worn in the courts of Burgundy or England, the necklace is a Yorkist one and hanging from it Neville's own livery badge (a bear, muzzled not chained, and a ragged staff). He is clean shaven, as beards were scarce back then, while sporting a longer type of bowl haircut.

There was a good biography on "the King Maker" by Paul Murray Kendall that I read about twenty years ago.  Kendall wrote other biographies on Richard III and King Louix XI ("the Spyder King") of France, and a good history of the period in England, "The Yorkist Age".
